Registrar of Shipping at Calcutta a letter (copy enclosed) from which it appears that one, at least, of the partners in the firm is a French subject.
The Board are not aware on what evidence the Registrar of Shipping at Hong Kong registered this vessel in the name of Messrs. Frederick Gaebels and Company. It was contrary to his instructions to register a firm us owner, and it seems doubtful whether the firm can have furnished the Declaration of Owner- ship required in such cases.
The Board would suggest, for the consideration of the Secretary of State, that inquiries might be made into the matter so that the true facts of the case may be ascertained and any necessary action tuken to register the vessel properly. An explanation should be furnished by the Registrar of Shipping regarding his failure to comply with his instructions.

According to Form 20 for transaction 1 you appear to have registered a firm (Frederic Gasbele & Company) as owners of this vessel.
This amounts to a notice of trust which Section 56 of the Merchant Shipping Act,1894, expressly states shall not be entered in the Register Book, Please also refer to par.54 of "Instructions to Registrars" which illustrates the action to be taken by Registrars of Shipping in the case of a firm other than a Limited Company.
If the firm in question is not a Limited Company, registered under the Companies' Aots, you should obtain the pemision of the Governor (pars. 4 & 117 of "Instructiona to Registrara") to make the necessary alte ratione in your Register Book and when this has been done forward an amended Form 20 to this office.
